Is it possible to make a GUI similar to the system menu or steam big picture?

I kind of want an option like skip bios except it boots wii menu and inserts disc.

I think the closest option right now is sadly running the android TV variant (as performance will be very much crippled compared to a PC). If UI is the ultimate priority though that would do the trick.

After seeing there wasn't much out there, I've just opted to using launchbox instead. :-)
