First of all, hello everyone! I heard about Dolphin the other day, and the project is fantastic. 
I've been trying to get Naruto: Gekitou Ninja Taisen 4 to run decently, and I've seen several posts saying that it runs flawlessly with all the settings maxed on machines comparable to what I'm currently using, so I was a bit confused as to the speed I'm getting. I've been working at it and searching for more hours than I'd like to admit at this point, so I have to break down and ask for some help.
To start, my specs are as follows:
Intel Pentium D CPU 2.80 GHz
2 GB ram
Nvidia GeForce 9500 GT
Windows Vista 32 bit
Updated graphics and sound card drivers during the process of trying to get things working. Service packs are up to date, and all the other Windows components listed as possible causes in the FAQ's section are present and accounted for.
Current settings below:

(Not playing in full screen so ignore the 1440x900 resolution.
Shrinking the window down to extremely small sizes does nothing to help the speed!)

And one more pic. The game is supposed to be 30 FPS, and it's running at 22-26 constantly, but a speed of only 40% or so.. not sure where that makes sense.

My guess would be hardware not being up to par, but second (educated) opinions are nice. Probably related if it's a hardware issue, the audio does not stop skipping. Even in the intro cut scene, where the game actually reaches 60 fps. If the audio is set to DSound is makes an awful cracking noise when it skips, as well. But on OpenAL it just skips.. or jumps.. not sure what the term for it is.
