I have a notebook Dell E6440 with i7 4th generation and 8GB RAM. I'm only interested at playing games such at Wii Party, Wii Sports Resort and Mario Party 9. Can my pc run the games smoothly? thanks

I don´t know what police brutality has to do with Dolphin, but whatever.

Yeah, it should be enough. It has a Haswell-based Intel CPU after all. Note that you shouldn´t do very long play sessions (that M suffix means it will slow down after the system is stressed and hot enough).
