Is AMD Athlon x3 455 @ 3.3Ghz better than Core 2 Duo e7400 @ 2.8 Ghz for Dolphin?

Well if I didn't have the internal resolution set higher than my graphics card can handle (which is partly why I'm replacing it), I could get MarioKart Wii at full speed. I don't even have an overclockable i5, and it only runs at 3GHz.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

what about other games like metroid prime or something heavy

and about mari kart... I can run it at full speed on single player, the problem is when I try to play with friends and it runs @ 21-30fps with split screen and cpu players, I can handle it at full speed if I play alone, and playing a 2 player race with bots runs @ 60-50fps dpendig the area or stage

Well, I can say that I've only played the single player, and not much else, as I've been avoiding anything that will slow it further. I'll be able to give you more information once I've put in my new power supply and GPU.

I only played a little bit of Metroid Prime (Gamecube version), but on my 2500K it did quite well. A few minor drops here and there, but it bounced back quickly; it's quite enjoyable at stock speeds. There are some areas, I believe, where everyone loses speed (Frigate escape cutscene for example). Didn't get to use the thermal or x-ray visors yet, but didn't really notice slowdowns with the scan visor.

Same here, I have thesame GPU and I play it alomost at full speed in some areas, no thermal or x ray issue ond it runs @ 24-30fps in snowy areas and in the space frigate cut scene, that is why I I dont think I will earn too much performance with the core i5

We're only suggesting the sandybridge as a long term processor which should handle almost all the games well but you seem deadset on keeping your current processor, the decision is up to you, keep in mind there are games heavier than metroid
......?????

I do want to changue it but I expected more of the i5 on performance, and games like what?
how about the i7 980, is alot more expensive but sill I think the i5 will be another waste of money

or if you can sugest me another i7 would be great

Super Mario Galaxy 1 and 2 need beastly machines to reach and maintain fullspeed (or speeds close to it) with LLE audio. Most people would recommend overclocked Sandy Bridges, especially if you're using LLE (necessary for some parts). F-Zero GX is pretty demanding as well. Most games that need LLE in general are pretty demanding as well. Xenoblade is pretty tough on the hardware too.

For Metroid Prime, my drops aren't nearly as drastic as yours (60-25). Mine's like 60-45, even with LLE audio (HLE messes up sometimes, it's kinda annoying). It only ever dropped to 30 during the frigate cutscenes, which is expected on most systems, I guess. Remember though, my CPU is still at stock; it'd probably run Metroid Prime without fault on higher clocks.

But as for the i7 980, seems like a waste of money to me. An overclocked 2500K will do great on many of the demanding games already; there isn't much it has problems with when it comes to Dolphin. The 2500K is a better deal for its price.

let's say I'll run mario galaxy... will the i5 (overclocked) run it smoothly? and any cpu fan thet you recomend?

It will run it smoothly if you overclock it enough. I don't know about what fan to use.
