well, phenom II it is, and well I can't say I didn't screw it up, but well that's the way one can learn...

and I don't mind to play at 480p in dolphin, I just want to save money instead of buying a console and games (I had one softmodded but it broke up) and its cooler to say that you play smash bros on the pc than in a console, besides you can play other games, not only the wii/gc ones

Not really. Intel core i3 cpus are much cheaper than phenom II and perform much better with dolphin. I5 cpus cost slightly more than phenom II X6 cpus and perform wwwwaaaayyyy better.

Do yourself a favor and save up for a good intel system.

Also don't buy a system with an i5 2320 with the intention of grabbing a bargain and overclocking it (like I did) only to discover that the 2500k is the overclockable one, and some person decided to design locked processors without dell writing about it. I was mildly annoyed to discover this, and wish I'd read into CPUs more than I did before calling myself an expert.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

I say this again : Dolphin only use 2 cores (another 1 core for LLE )
And no no no , Bulldozer is the nightmare for dolphin . Get Phenom II 965 instead (Google "Faildozer")

His GMA x4500 will bottle neck (slowdown) his CPU . Anything below Intel HD 3000 isn't capable of running the lowest res 1x(480p)
Wind waker and ssbb need very low sys-requirement ....
And what's the point of Dolphin if you can't run game at 720p/1080p or even more than 1080p

then I'm going to save money for a MB with LGA 1155 and overclock tools, a good cooler and the i5

2500k it is then, and does it worth to upgrade my GPU for dolphin maybe to a GTX 560? or an ATi GPU?

The GTX 550Ti is already good enough for 3xIR and 4x In some, i dont think an upgrade is necessary

Ok I don't think I'll buy the i5 cpu in a while, what is the best AM3 cpu that can handle Dolphin?

Just get a cheap i3 system if you can't afford a good mobo + an i5 cpu.
