I actually don't know if this belongs here, but I was wondering if anyone has any recommendations for how to set up my controller (It's a Wii U Pro Controller) so that I can comfortably play the Galaxy games. I hate it when the pointer just sits in the middle of the screen--it's incredibly distracting, but at the same time I'd like to be able to collect star bits with relative ease, and I haven't found a setup that works. I also do not have a USB sensor bar, and I would rather not have to buy one.

Configure the wiimote, and under IR set hide to !(not)<button>, note that this means you have to press a button to have the IR reappear

I can't quite figure out how to set that... typing !<button> or !(not)<button> in the setting box gives me a syntax error. Also, if I did that, wouldn't it just appear whenever I jump or press any other button?

You're not supposed to type that. You must choose a button you'll need to hold pressed whenever you want the IR to show (let's say it's A), so, if you want to type manually, you'll need to enter something like !´Button A´

Just use the built in editor. Click Detect and press the desired button. Dolphin will highlight it, then you click in ! NOT button and Dolphin will generate the correct string. Press apply and then OK and you're done...

No, I know how that part of it works... he made it sound like I could set parameters which would default the IR to being hidden unless a button was pushed (which, again, I don't think would work very well because every time I jump, that would make it appear again). I don't want to have to hold down a button throughout the entire game just because I can't play with an actual Wiimote + Sensor Bar.

You didn't get it. Using the ! modifier will make IR cursor always hidden unless you hold the button you specified (not all buttons). So, let's say you have chosen Y as the IR button, the cursor will always be hidden, no matter what, and will appear onscreen only if you hold Y, all other buttons will remain unaffected and functional and won't make IR appear...
