There are theoretically ways to work around these obstacles but not many dolphin devs, if anybody, is interested in trying to work around Apple when Apple is very clearly saying through OS design and policy that they do not want this kind of software on their devices.

Recently I red about the ios Altstore, which bypasses Appstore restrictions. Even with this alternative OS restriction still apply?

That's just an alternative app store, not an alternative OS. It wouldn't get around the restrictions on JIT recompilers and allocating a lot of virtual memory. The one limit it does get around is Apple's refusal to allow emulators that can run user-supplied games in their App Store, which is the big barrier for emulators of older consoles, but far from the only barrier for Dolphin.

All that does is abuse iOS developer certs. It doesn't actually remove any obstacles. Apple still very clearly doesn't want emulators on their devices. Not worth caring if half of maintaining a port to iOS is going to involve fixing whatever Apple did to make it harder
