Internal Resolution sometimes ignores settings and games lag in cutscenes

So lately I've been having a lot of issues with any version of Dolphin, right now I'm using 5.0-11824

I have an i5-9600k and a RTX 2060, and all my of my drivers are up to date, so I don't think I should be having the issues that I am.

Here's some problems I'm having:
  • Resolution sometimes completely ignores settings and runs at 480p with no anti-aliasing (for example, in Super Mario Galaxy the resolution is correct half the time, but it drops instantly when the camera pans out or when I walk into one of the rooms to select a level
  • During a cut-scene in any game (like Super Mario Galaxy or Sonic Heroes for example) my FPS drops dramatically after a bit from 60 FPS to anywhere from 5-20 FPS and the audio stutters like crazy
  • Paper Mario 64 runs at around 22 FPS rather than 30 FPS, and loading into areas or fights makes the game unpredictably crash (game crashes consistently upon starting final boss battle, making it unbeatable)

I've been using Dolphin for years and I've never had the amount of problems I do now, in fact I had an i5-4690k and I had the same issues, upgraded it to the CPU I have now and also upgraded my motherboard because it's been a couple years but nothing has changed.

Here are some images that explain what I mean: https://imgur.com/a/JrPv6WZ

Any help? Thanks a lot.

This one can be fixed by turning on Scaled EFB Copy in Graphics > Enhancements.
