Dolphin will run but don't expect playable speed on any game . If you use Windows 10 x64 with Direct3D12 back end , you may be able to play some light-weight games on it
On Ubuntu (OpenGL back end) , It's hopeless
Edit : Btw I own a tablet that has Celeron N2807 (1.6GHz -> 2.2GHz) . Even light-weight game doesn't reach half-speed with Direct3d11 (Direct3d12 is faster but my processor does not support that). Base on notebookcheck's benchmark , N3050 = N2815 (1.86 - 2.13 GHz)...I hope you get the point I'm trying to make
