Well, it seems that because you constrained the radius, the maximum you can input in the game is limited, and you managed to make it so one way is enough to smash and the other way is not! Just increase the radius to 70-75 (which is gamecube accurate since it doesn't use the entire range of it's axis) and this problem should go away.
You might also want to set up the Modifier so you can do tilts while holding shift or something...
