Using a Dinput controller, will report back on the FPS.

I know that I'm usually getting the full 60, because the scolling is as smooth as it is on Wii, but sometimes it will drop a frame and stutter a little bit. I thought that was just an internal timing issue though, that I could fix by messing with some settings. I figured that the "Konami Rebirth" games are so simple that they wouldn't require as many resources as a full 3D Wii game.
