That's likely some other program on your PC injecting that, it's not something I recognize from Dolphin itself.

From searching using a search engine, it appears it is caused by Nvidia Shadowplay, which has a in-game overlay option in its settings, or in "HUD Layout" you can disable it selectively (apparently called "Status Indicator" for this icon).
EDIT: Ok looking further into this, I think you are using a *really* old version of GeForce Experience and likely the Nvidia Drivers. All references to this icon are from like, 2014 and 2015! The current way GeForce Experience displays information is a slide over alert thing in the top right, and Nvidia has been using that for as long as I've been using GFE (~2016). So you should probably update those first, and that will probably fix your issue on its own.
Apparently it is an nvidia shadowplay indicator saying that the Instant Replay (that's the icon) is on but currently broken. So you can either disable Instant Replay or fix the issue that is making that icon appear, either should work.
