No, according to my testing, it's around 8.23% faster than Haswell.

Actually that depends. The 5820K is around 30 euros more expensive here for example.

Again this is insignificant especially in real world usage. If you like to run benchmarks and stuff then sure, you'll see (slightly) higher numbers.

The cheapest X99 board is already 100+ euros more expensive than the 'more expensive' boards that support SLI/CF. Heck there are CF boards that are much cheaper.

Anyway OP, if you're looking to upgrade, I'd recommend not to. Save the money for a later generation. Your CPU is plenty fast already, especially when overclocked.
