I've played a bunch of those titles in the OP with an HD7950 at 6x internal resolution.
OP has missed the good R9 290x deals but I think he could still get the MSI Lightning R9 290x for $300 which is a more "premium" version of the R9 290x.
Considering OP is only trying to do something like play games at 4k I don't see the benefit of the GTX 980. It's a lot of extra cash spent for no extra benefit. Both cards will max out dolphin games, you probably don't even need cards this powerful to do what you want in the first place.

No reason to pay more to do the same thing. If you had expressed interest in other games, I'd give you a recommendation that would most likely still be the R9 290x. It's the best bang for the buck. GTX 970 is about equal to the R9 290x in performance depending on the game (With GTX 970 looking good in some recent releases due to Gameworks which is an Nvidia sponsorship with the developers of the game). Considering GTX 970 is at least $330 and the R9 290 is $280 I don't see a $50 difference as worth it.
