I noticed this on 4 different machines:

Galaxy S8+ (Exynos)
Galaxy S9+ (Exynos)
I5+RX480+HDD 7200 + 8GB DDR4
I7+GTX 1060 + SSD + 16GB RAM

Every time I install a fresh copy of dolphin it swaps between laggy and smooth for the first few times, then it starts to go full speed (within their technical limits).

At start I thought about throttling or ram usage problem but I realized that this happens only on the first plays.

Shader compilation. Avoidable by turning on asynchronous ubershaders mode

Thanx for the fast answer, I think it's important to know that cause I read a lot of post of people having trouble installing newer versions of Dolphin. We have to wait. I really noticed that with core i7 and Wii U games, the first day laggy lag slowdowns, then smooth after half day.

I think what Helios meant was to use Asynchronous (skip rendering). Android drivers will not run Ubershaders well.

For your desktop machines, you can absolutely run Async Ubershaders though and get the best of both worlds.
