Memory card will be created automatically when you try to create a new gamecube save. It will be called MemoryCardA/B.raw (and region such as eu/usa)

As for speed, sorry, your pc is not suitable for dolphin besides 2d games. it's also a bad idea to run windows 7 with 1gb of ram. It is the bare minimum requirement and will probably just be a slowdown compared to xp,
Plus the video card is bottlenecked by pentium d processor.

Second method :Get the save file http://forums.dolphin-emu.org/thread-9471.html
_Extract it with winrar
_Put it into folder user/wii/title/00010000
If this won't solve the problem ,that mean your iso must be corrupted
