Which version of the dolphin emulator is best for an Intel core i5 520 m? I'm running Windows 10 LTSB 2015.

The bigger problem will be if you're using integrated graphics or if that laptop has discrete graphics.

My sister has a laptop with the exact same CPU and, with a discrete GPU (albeit a weak one), it was at least able to run something like NSMB Wii at 1x to 2x internal resolution with an alright frame rate (not full speed).

But with the integrated graphics? Good luck - even if you used Linux in order to take advantage of the vastly superior Intel Linux graphics drivers, the actual iGPU hardware itself is quite lacking and things are very likely to be slooooooooooooow even at 1x internal resolution.

With that in mind, it's extremely possible that it won't even really matter what version of Dolphin you use if you're bottlenecked by the iGPU though, in theory, really old versions like 3.0 that had a Direct3D9 backend may (or may not) run faster, but with much worse accuracy.
Dolphin 5.0 CPU benchmark

CPU: Xeon E3-1246 v3 (4c/8t Haswell/Intel 4th gen) — core & cache @ 3.9GHz via multicore enhancement
GPU: Intel integrated HD Graphics P4600
RAM: 4x8GB Corsair Vengence @ DDR3-1600
OS: Linux Mint of some variety + [VM] Win7 SP1 x64

Last Dolphin version that should work with that machine is 4.0-146, and you'll likely need to stick to the Direct3D 9 backend. We don't provide support for anything older than the last beta version, so you're on your own with any issues you encounter running such old version. Good luck...

There also forks like ishiiruka https://forums.dolphin-emu.org/Thread-un...om-version that keeps direct x 9 support while been newer. It won't also be support in the general forms and its still may not run at full speed but it also an option.

it depends on the games you want to play

if you system is a desktop?

make a windows 7 intallation and run games like mario kart wii and smash brothers at ultra low resolutions or native resolutions and they will run full speed using ishiiruka, even with 4 players

if its a laptop, get a caddy and install win 7 there....

i find that windows 10 messes up direct x performance big time , to the point that some games that worked in win 7 won't even work, you can try linux, but i found that i was never able to make dolphin work as well as with windows 7 builds....

This is an unwise choice because Intel's OpenGL drivers for Westmere are severely lacking and very possibly wouldn't even run Dolphin (I cannot confirm this at this moment but, if you absolutely insist, then I can actually put together an LGA1156 i3 Westmere desktop and test this...),

If you're truly running an Nvidia GPU like your profile suggests, then that could be a very big part of the source of your problems since the situation for Windows vs Linux is the exact opposite on Nvidia graphics compared to Intel graphics.

Consider the following quick & dirty "cheat-sheet" with regards to which graphics vendor's drivers are a good or bad choice for a given OS:

AMD
Windows: good
Linux: good

Intel
Windows: bad
Linux: good

Nvidia
Windows: good
Linux: bad
