Can you give us more information please? Like, maybe a screenshot of the error?

Well, you can run windows update to get your system up to date, or install this directly - https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows. That should take care of it!

Ah, you must be running vanilla Windows 7. Dolphin requires Windows 7 SP1 now, so you need to install that update first! Or just run Windows Update.

Hmm, that it does. Well, I don't know why the C runtime update isn't working then! Make sure you are downloading the Windows 7 SP1 version of the C runtime I guess.

grab the latest from here https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads probably this one https://go.microsoft.com/fwlink/?LinkId=746572 I think dolphin uses VS2017 now? if so the FAQ needs an update 09-13-2017, 10:15 PM

In my personal experience this error is caused by a faulty/defective Windows installation. I have had the same issue on my girlfriends Lenovo laptop, which was completely up to date, but was unable to install any C-libraries. After tinkering with this for a couple of weeks (I am an IT-professional with several degrees and certificates in troubleshooting Windows 7, and have scoured the web, there was no one actually able to solve the issue. I even used my TechNet-account to ask questions and called Microsoft support myself, all to no avail) the only solution was to make a complete clean installation of Windows 7 SP1 (I had used the reset of the Lenovo software which installs windows with bloatware which didn't work either)
Check my profile for up to date specs.
