Thanks for the suggestion.
My IGPU is disabled, I don't even get the selection between IGPU and DGPU when starting a program.

Try switching the Fullscreen resolution to auto? it may be doing something weird stretching Native to 1080P

I did, still around 50%. :/ The problem occurs in windowed mode too by the way. Thanks for the response though.

Isn't Silent Hill: Shattered Memories a problem title? I think i saw a few threads about performance issues with that game. If you are concerned about performance, please do your tests with more common games, so the issue can be pinned down better.

And why do you use OpenAL audio? I think on windows it's highly recommended to use xaudio.

Can you enable per pixel lighting for a test? It should make things slower, but if it makes things faster, it would indicate a driver problem with not switching into high performance mode correctly.
