The error message you had was "can't open '...Dolphin_3972.exe' as a file."
This is just because the file you downloaded is corrupted!
Check the file size, it should be 4.7MB
I had the same problem until a succeded in getting the file, pfff!!
Could the moderator/administrator have a look why it is so hard to download a build correctly, please?
I made the tests on 3 different PC (from friends) all the same problem...
This is indeed a self extract exe, so when you will succeed in downloading it, just double click on it, it will self extract otherwise you get the error message mentioned above
