If the above does not affect anything, so it is still stretched immediately after renaming GFX.ini, then do the same process with Dolphin.ini. You may need to reconfigure your paths and stuff, but the idea is the same, change as little as possible, run mario galaxy, then change settings from there, testing each time.
Then write the results of this here of course! I'm very curious what the source of this issue really is.
I found out the cause of this situation from someone else in this thread and posted the results from there.
I was able to fix it and everything works again now.
I won't be needing to go through this route.
