This is what's been causing the stretched aspect ratio problem.
It turns out that this 'Widescreen' setting was set to 'False.'
Changing it from 'False' to 'True' fixes this whole issue.
I checked to make sure if this was the case and yes it was.
The game finally plays in the proper ratio settings now!
So you were right. It was a custom GameINI setting that forced the aspect ratio to stay 4:3.
I checked to make sure if every other Wii game in my inventory has custom settings like this.
Strangely enough, none of them have a custom setting like so or any custom settings at all.
It's only Galaxy that has this custom setting within it.
