Go to your Global User Directory/Config and rename GFX.ini to something like, GFX.bak or something. Then open Dolphin and run mario galaxy. Change a setting, run mario galaxy and check it, then change another setting and try that. Repeat. If/when it stretches again, you'll know what did it.
If the above does not affect anything, so it is still stretched immediately after renaming GFX.ini, then do the same process with Dolphin.ini. You may need to reconfigure your paths and stuff, but the idea is the same, change as little as possible, run mario galaxy, then change settings from there, testing each time.
Then write the results of this here of course! I'm very curious what the source of this issue really is.
