I am wondering if my computer can run dolphin at high settings? (i assume not)

I have the opportunity to return this laptop so if it cannot run dolphin high settings that is fine.  I was thinking wii games such as the last story xenoblade etc

I would prefer to buy a non-custom built laptop that is that can run dolphin at high settings  $500-$600 dollar price range. Is this feasible? Also I need to make sure the cd drive is compatible with wii and gamecube games.

Processor/CPU: intel i3 4030u cpu 1.9ghz
Video Card/GPU: Intel ® HD Graphic Family
Memory/RAM: 6 gb

You won't find a laptop that can read Wii/GC disks, as only certain desktop drives can.

As for a good laptop, you'll need to raise your price range a lot, to like $1000 minimum for a good gaming laptop with a dedicated graphics card with a separate heatsink for the CPU and GPU.

As for that laptop you have now, it is an Ultra Low-Voltage (ULV) CPU, so it is designed to not draw a lot of energy and not have a lot of power. Lightweight games will maybe run fine, but not many games will reach fullspeed.

The iGPU on that specific processor is fine for most Dolphin games, but certainly not Xeno or TLS. If you want to play such games at full speed you'll have to invest a bit more into your computer. You can build an excellent Dolphin rig for that price range, but not a laptop.
