In Dolphin, under Graphics > Hacks, there is a slider for it. Move it to the left.

As in you didn't find the setting or it didn't work? The integrateD GPU isn't your problem in this case. No iGPU could ever do 3x IR. The problem rests solely on your 680m.

i got it to work! All I had to do was exit Dolphin and go back in. I feel like an idiot. Thanks guys!
I'm running it now in the Bionis knee at 4X IR, and it's freaking smooth as butter! (Hugs my 680m)
The best Intel iGPU (HD 4000) can barely run in 1x IR. Unless your iGPU has a seriously intense overclock and upgrade over the standard version, there is no way it could run 3x IR at full speed.
I still think the problem is simply that your 680m isn't leaving idle state for 4x IR for whatever reason. Usually, moving texcache to the left (or all the way to the left) will fix the issue. If it didn't for you, then we will have to explore other options. Good to hear it works

I know the 680M isn't as powerful as its desktop counterpart, but it's a freaking damn strong GPU on its own, and I knew it shouldn't have been struggling as I thought it was. When I finally saw the option to choose my 680M come up in Dolphin I was so relieved. thank you both for your patience, this board is awesome
