I am getting terrible FPS for no discernible reason

In Twilight Princess I get an average of about 20 FPS, and it even dips below 20 in some areas. This is very perplexing because I have very low settings turned on. Here are all my settings:
I am running the latest version of dolphin.
I am running it at 1x native resolution.
I have no anti-aliasing turned on.
Anisotropic filtering is set to 1x.
I am using Direct3D.
I have per-pixel-lighting turned off.
Vsync is turned off.

My PC specs aren't amazing but they should be able to hand more than this.
CPU: FX 6300
GPU: R9 270
RAM: 8GB

Do you have any idea why I am getting such horrible FPS?

Do you have the hyrule field hack turn on (in game properties)?
