An increasing number of games on console are supporting frame by frame dynamic resolution based on performance. I think it would be awesome if dolphin could support this,  automatically dropping IR to avoid FPS drops.  I'm not an expert on dolphin's deep inner working but it seems like a basic implementation based on VPS or something wouldn't be too bad.

I don't know if it is possible either, but i believe that the ubershaders should be implemented first if this idea is to be tried since it would occur quite common without it due to the shader generation frame drops.

This used to work in Super Smash Bros Brawl, which detected poor performance. However at once point the emulator got more accurate or something so it couldn't detect it.

Edit: Thought we were talking about frame skipping for a moment.
