if you really want i could pull out a macbook air that runs anywhere from 1.6 ghz to 2.5 ghz with a intel hd 5000 and still can run dolphin fine including super mario galaxy. Point is just dont be so quick to dismiss bad preformace to oh u need to upgrade.. @ op look to see if theres newer drivers or the ability to remove restrictions from ULV in bios.
The reason I'm dismissing what you're claiming is due to the fact that I've been using Dolphin for years and helping users with hardware issues for a while. I know when a CPU is going to be the bottleneck of a system. 2.3GHz as a maximum CPU frequency isn't much to go on when talking about Dolphin. I know because I've personally downclocked my i5-2500K to that clock speed, and some games just don't run well. The OP's CPU won't even consistently hit that top speed of 2.3GHz due to thermal limitations (it's not something that can just be overridden in software, the hardware is designed to automatically throttle down if the heat it generates exceed a certain limit).
The OP has a CPU bottleneck. He/she can verify this by setting the IR to 1x and disabling AA. Any slowdowns indicate that the CPU is failing to reach adequate speeds since the GPU is doing minimal work. Again, the 7670 is objectively faster (not just on paper, but on benchmarks...) than an Intel HD 4000, and the Intel HD 4000 can handle games at 2x IR without slowing, so it's highly unlikely the 7670m will struggle even at 1x IR unless there is something quite wrong with the setup (underclocked GPUs have been a problem for Dolphin in the past, chiefly for Nvidia users though).
