I'm planning to buy a laptop for dolphin. The laptop is the Sony VAIO Flip 15A and it has an Intel i7 processor running at 1.8Ghz(with turbo boost up to 3.0GHz), the GPU is an NVIDIA GeForce GT 735M , and 8GB of DDR3L RAM.
I want to play Gamecube games, specifically Tales of Symphonia, RE4, and the 2 Zelda games.

Which i7 is it ? Anyway,it's ultra low voltage dual core CPU . Just don't expect it to be on par with a normal CPU , lightweight games should run ok but demanding games are out of the question
I advise you not to buy any ultra low performance CPU which has the letter 'u'attached to .For Example i7 xxxxU
Spend more on gaming laptop because normal laptop can't withstand the heat that dolphin cause .
Find any gaming laptop that has i7 4700MQ or i7 4702MQ or even i7 4700HQ

it can up from 1.7ghz to 3ghz !!? may be you mean 2.7ghz?

I have an i5 quad core @2.8ghz and zelda wind waker run very well in FullHD

The ultra low voltage CPU have very low clock speed and super high turbo boost . However , its performance with Dolphin is a hit and a miss . By all mean , depending on laptop cooling and some luck ....Turbo boost will be low or high (or even being underclocked if it overheats ) ̣. The maximum turbo (3.0GHz in this case) of all i5/i7 is always "single core turbo" except the i5 4xxM line (both single and dual core turbo)
Single Core Turbo : Other cores will be disabled , only 1 core is active

So I should avoid buying that laptop. I have the link but I don't know if I am allowed to put it here. I think the spec sheet said it was a 4th gen i7. I don't care about playing the games in HD, since I like playing them in their original resolution, which I believe is 480p max.
UPDATE: I checked and it is a 4th gen i7 4500U

No matter what resolution you choose , a CPU bottleneck will make game unplayable . Dolphin is a CPU demanding application so ...
Though Quad Core i7 4700HQ can't run all demanding games full speed but it's much faster than Dual Core i7 4500U
Zelda WW is a lightweight game . However , it uses LLE backend as default (Unlike HLE which is fast , LLE is extremely demanding) , i7 4700u won't cut it
Zelda TP - Hyrule Field later part is insanely demanding
Zelda SS is also a demanding game

Dolphin is a CPU intensive application . Those mobile APU are all low-end garbage, you won't be able to run any game fullspeed (not even close lol ) even if you use lowest resolution
The fastest AMD APU Quad Core A10 5750M is only on par with low-end Dual Core i3 2330M

Keep in mind that Dolphin is Dual Core application , a Quad Core that is on par with Dual Core will perform even less FPS in Dolphin

I know dolphin is CPU intensive but will it run tales of symphonia, skies of arcadia and wind waker in playable speed with this one?
The laptop's specs are:
CPU- 4th generation Intel Core i7-4700MQ (2.40GHz 1600MHz 6MB)
GPU- NVIDIA GeForce GT755M GDDR5 2GB
RAM- 8.0GB PC3-12800 DDR3L SDRAM 1600 MHz
Also it is running Windows 8.1 64bit. Do you recommend me to downgrade to Windows 7?
