It's the worst choice ever
GTX 660M is a high-end mobile GPU . The power consumption of the GeForce GTX 660M is around 50 Watt which is even more than latest high-end i7 4700MQ (more power consumption = more heat = less battery life) . If that laptop isn't a gaming laptop with dual fansink , it will run extremely hot that surely kill itself sooner or later
i5 3xxxM is 3rd gen Ivy Bridge . Ivy Bridge is much slower than 4th gen Haswell in Dolphin
As i mentioned before , Dolphin is a CPU intensive application . Dolphin only need a high end CPU plus a low-mid range GPU
i5 3210M is weak , it isn't even on the same level as an ultra low voltage i7 4500U (especially in Dolphin)

Ouch, I'm feeling noob right now. It is a gaming laptop with with proper fan sink, I didn't realize that GPU would be overkill for dolphin though.

I though the gap between 3rd and 4th gen processors wasn't that big, It is in general or only on specific programs, such as Dolphin?

I really though 3210M would be better due to being able to archieve higher frequency. i7 4500U goes up to 3.0 GHz as single core, with 2 cores active It can only go up to 2.6 GHz compared to i5 3210M 3.1 GHz. Is 4th gen It really that more efficient? I know you're more knowledgeable than me on this so you're probably right, just wanna figure out why I was wrong.

I've managed to find a laptop with i5 4200M + GeForce GT 750M that's $300 more expensive then the one with i5 3210M and $500 more expensive than the one with ULV i5, can I expect It to run Dolphin significantly better? I'm almost giving up on the idea of running Dolphin on a laptop, really seems like It's a better idea to get the one with ULV processor as It's good enough to run the games I want and use the money I save to get a better CPU for my desktop.

Base on Dolphin Benchmark , 4th gen i5 4670k @ 4.2GHz is on par with 3rd gen i5 3570k @ 5.0GHz or 2nd gen i5 2500k @ 5.3GHz (Actually , i5 4670k @ 4.2GHz is still abit faster than i5 3570k @ 5.0GHz)

I wouldn't say it like that . Depending on the situation , GTX 660M is good for 3x (1920x1584) in demanding games or 4x Internal Resolution in light-weight games (2560x2112) . But if you add Anti-aliasing with that IR (For Example 4x SSAA , the resolution is more like double : 4xSSAA + 3xIR = 3x2 = 6xIR which is 3840x3168 4k resolution) . You will need a top of the line single desktop GPU GTX 780 (or better) to max out Dolphin
