Wonderful! It would be great if somehow the final product was a case that fit the actual board. I just imagine many many years down the road when the board stops working that finding a replacement of these limited run boards is going to be impossible.

Do any of the pins on the Wii Bluetooth chip signal when a Wiimote is connected?

No… at least not in a simple way. It's a standard USB device, and it uses standard HCI and L2CAP to communicate with the Wii. So you'll need something which understands Bluetooth protocols.

"Dumb" sensor bars indeed just leave the LEDs on as long as they're powered on.
The DolphinBar is a special case: it handles all of the Bluetooth stuff (connections, syncing, etc.) and only exposes the Wii remotes as HIDs; so it definitely knows whether Wiimotes are currently connected. (Note: the latest model of the DolphinBar doesn't turn off its LEDs even when no Wiimote is connected) 12-22-2016, 06:58 AM

That the newest firmware version turns off the LEDs of the old hardware revision seems to only be a hack to reduce the risk of the faulty LEDs burning out.
The prototype looks great! I don't think drumming up interest will be difficult if we reach out in the right places (e.g. reddit).
