How To: VPS+FPS 30 but speed 100%

I am trying to mario kart double dash but my fps and vps are always synced and the game speed is based off of the VPS so at 30vps/fps I am at 50% is there anyway to run Mario Kart Double Dash at 30fps but play it at normal speed by just dropping every other frame? Frame skipping is not working it just makes it lag even worse.

Your computer is really slow there is no way you could get more than 50% anyway, the game runs at 60 FPS when running fullspeed

Was about to post a tip here, but I just saw that you have an AMD GPU; and my trick usually works on (old?) Intel GPUs.
