Is there any way to turn on Vsync in Dolphin or do I have to force it through my video card settings?

You can turn it on in Dolphin´s graphic settings. -Never- force anything through your GPU´s drivers (except for maybe switching the GPU to High Performance mode if available), Dolphin hates that.
