OVERCLOCK SOME MORE! With an e8400, it's so easy to overclock to 4ghz+ provided you aren't on the crappy stock "cooler" that intel provides.

The first I would do is checking the processes of the OS, close any heavy applications like antivirus or graphic design program.
Then check if there are viruses or worms on the computer, clean it if there is.
Check all options on Dolphin setting except Enable Cheat (if you don't use it), use OpenGL plugin, check Native resolution if you have too, turn off MSAA or reduce it.

I wouldn't mess around with overclocking unless you are good with computers, as you can (usually not) kill your computer or corrupt data if you put in weird settings.

Also, do the games run OK other than the fact they are really slow? Notice anything that looks incorrect?

My System:
- Windows Vista Home Premium x64
- Intel Core 2 Quad Q6600 @ 2.4GHz
- 4GB DDR2 RAM @ 800MHz
- ASUS Radeon HD 3650 512MB GDDR2
