Setting Framelimit to 30 slows the game down to slow motion. So how do I run it properly at 30 fps? It's possible, right?

(My history with this problem so far for the curious)

Try using a newer version, that's all you could do with such a slow computer.

Well, that's the newest "stable version." Which one would you recommend I use?

(Also, you didn't answer my question - my very specific question)

My laptop actually runs the game pretty well, thank you very much. I get a stable 60fps. I just dip into the 50s during the FMVs and I want to do everything I can to optimize my experience. Also, I plan on using Netplay with friends, and I know that running it at 30fps would all but guarantee all of them can play with me. I've heard of people using patches, Gecko codes, etc. to change from 30 fps to 60 fps, so I figured there has to be a way to do this the opposite way (like a fast-forward code), even if such a method hasn't been created yet.

By newest version, most people now mean the latest development revision. Just go here and download the 1st thing you see (hint, not 4.0.2 Wink)

No such codes exist like that for ToS, unfortunately. ToS is a pretty non-demanding game for the most part, so you should be able to netplay it just fine. Really, only Flanoir (when it's snowing) and certain battle effects tend to drop the FPS for people with adequate hardware. The latest dev revisions are significantly faster than 4.0.2, so try that and see if you have problems still.

Ah I see. Well I tried 4.0-7099 and it works about as good as the Ishiiruka.381(2e95783).x64 I've been using so I'll just switch to that to keep it simple.

What would it take to create such a fix? Would a programmer with zero emulation experience be able to figure it out? And where would I start studying up on such things?

Well, you'd need to know how to make AR codes for starters. Then you'd have to know what you're looking for specifically in Tales of Symphonia. The game does reduce the FPS to 30 when entering the overworld map area. It may be as simple as switching a value in memory to force 30 FPS for the whole game. You could try PMing some of the people in this thread who have made 30 -> 60 FPS patches. Maybe they can point you in the opposite direction.
