how can I run dolphin 100% with Intel ® Atom ™ CPU N450 1.66GHz @ 1.67 GHz and 2.00 GB?

You can´t. Most Atom CPUs are known for being pretty weak and have one of the most infamous supported GPU series ever (GMA series GPUs to be precise).

yeah, I saw a guy on the pcsx2 facebook group ask about pcsx2 on that chip. It just won't happen. It's just far too weak.
