How to remap the throttle key?

Sorry if this is a dumb question, but I'm trying to assign one of my keys to Tab and would really like the throttle function to be reassigned elsewhere, yet I can't find the option to do so.

I don't see anything like that in this dialog box. Is it in another one?

That's the old hotkey settings. You need to get the latest dev build (and install C++ Redistributable 2015 x64), as the new hotkey settings allows you to change it.
