how to play netplay in dolphin

hey there i've seen a couple of netplay games on youtube but so far none of them has told me how to play netplay could somebody give me a walkthrough on how to do it?

Tools -> Start NetPlay

i've tried it with a friend but it doesn't connect, we tried each other's ip and that didn't work either???
