I just modified Richard L. Lynch's code to pair multiple wiimotes to your PC.

I've rebooted several times and it appears to work fine with the latest nightly of dolphin, and windows 10 creator, and ASUS USB-BT-400.

It can also remove old pairings from windows before doing the permanent pair.

You will may need to install the visual stdio C++ 2017 runtime (you may already have it installed).

Hopefully this helps others because i did not want to passthrough my bluetooth adapter because i also use it for steam games.

Note: For some reason if all the controller are not turned on when dolphin is scanning, it will remove the controllers that are not connected from MS bluetooth devices.  Seems like a dolphin bug.

yeah, controller support has been wonky for a long time. even for emulated controllers and afterplugging support.

Question: will controllers reconnect with just a button press if the controllers time out? Can the controllers even time out? Ultimately, can we use the wiimotes just like the real console without touching the keyboard or mouse with this after the first pairing?

The Answer to all these questions is YES, as long as you have a supported bluetooth device, or even better: make a Wii-bluetooth module for PC, which is basically soldering a USB cable to the module. If you do this, the application linked here is also un-needed.
Check my profile for up to date specs.

The connection will time out just like on a console, but in emulated Bluetooth and on Windows, this doesn't affect the actual Bluetooth connection at all. Your remote will stay on and keep using battery power unless you manually turn it off. On Linux (bluez) and in passthrough mode, this works more accurately.
