How to patch?

is the patch really supposed to speed it up? o_O

according to the TOG thread, yes. I'm getting like >20FPS in cities, whereas the person cites speeds higher than that...and battles are supposed to get up to 50-60FPS when I max at MAYBE 30...or maybe I completely misread it, but I'm pretty sure it was supposed to help. After all, I'm using the Copy EFB to GL Texture (hack), and that doesn't seem to help it at all...

actually, I think I completely misunderstood the posts. damn...but I still can't figure out why I can't speed the game up. I followed everything exactly...but I'll take this to the TOG thread now. a mod can lock this...sorry for the inconvenience and thanks for attempting to help.
