I am having exactly the same error and issue.

I have:
• The latest IOS13
• .pem files obtained from the instructions on the guide
• dolphin-wii-network-3.5-2142-x64

I also tried using WiiCertDump and tried using the cert files in user/wii

I have spent 6 hours in total trying to make it work and no luck Sad

Problem was solved in a previous thread. After you've added the .pen files you basically need the DWC_AUTHDATA file which is actually found in the shared2 file of a NAND folder and put it into Users\Documents\Dolphin\Wii\shared2.

20115 is because one of the identifiers for Dolphin has been banned. Using your own ID from your NAND will of course be fine.

Wii U X Dolphin ( Friend Code Work) Test

I managed to play Wii U vs dolphin, but only if the dolphin create the room or if the Wii U or the Dolphin enter Wordlwide and Regional.

It does not work if the Wii U create the room.

The wii-network branch got merged into normal, and further improved in master, meaning DO NOT USE WII-NETWORK, USE MASTER. However, the latest builds for whatever reason freeze as soon as the emulator tries to access the network for me (Win7, Dolphin x64, all 3 CPU cores).
Try 4.0-996 (before PolarSSL 1.3 merge, which seemed to cause problems)
