How to maximize FPS on Windows 8

Im trying to play Xenoblade Chronicles but the fps is way to down, it doesnt goes higher than 20.
How can i maximize it if there is a way?

Your CPU and graphics card aren't very strong, but at the very least, you should try switching to the latest development build (4.0-7300 at the time of this writing). 4.0.2 is horribly outdated and way slower than current builds. If that doesn't help, you could post what settings you have (both regular and graphics).
