How to make dolphin run SLOWER

Recently I have been trying to figure out a way to make my dolphin emulator run at a slower speed
(I want it to run at 1/4th the speed of a wii for machinima reasons) and whenever I Google or look
up something, all i find is tutorials on how to make it run faster, however it already runs at a perfect
frame rate for me.

Can anyone think of anything, I'm kind of a noob when it comes to dolphin, thanks.

Set frame limit to 1/4 whatever the game speed it

Options Tab, click the configuration option. Change the framelimiter to whatever you please. 15 will likely give you 1/4th speed.
