When I play Super Mario Galaxy, It lags so I use frame skip 1 and it goes 30-40fps... It's annoying so I just want to limit the frame at 30fps... but when I use the frame limiter thingy it goes 50% speed...

Some PC games works like that, with adjustable framerate, but I dont think it's possible to do that on a console game, it would have not only to hack the game but rewrite a part of its core... It's not emulators/console business the framerate of the game, this information is in its file..
OS: Windows 10 Pro 64bit Creators Update
CPU: AMD Phenom II X4 960 @ 3.6 GHz Graphics Card: Nvidia GeForce GTX 960 2GB GDDR5 Motherboard: Gigabyte GA-870A-USB3 AM3+ Revision RAM: HyperX 8GB Dual Channel @ 1600Mhz
Fix the framelimiter to 30 in the options ...
