How to make 60fps games run at 30fps full speed?

When I play Super Mario Galaxy, It lags so I use frame skip 1 and it goes 30-40fps... It's annoying so I just want to limit the frame at 30fps... but when I use the frame limiter thingy it goes 50% speed...

Some PC games works like that, with adjustable framerate, but I dont think it's possible to do that on a console game, it would have not only to hack the game but rewrite a part of its core... It's not emulators/console business the framerate of the game, this information is in its file..

Fix the framelimiter to 30 in the options ...

He wants games made to run at 60fps to work properly when selecting 30 fps, as if they were made for 30fps. You can run them at 30fps but sound or image speed won't be correct.
