No, cIOS and USBLoader GX won't help. This is Dolphin, not a Wii with a backup loader.

Please try "Cached Interpreter" to validate that it is not an aarch64 bug.
Please try "Video Software" to validate that it is not an GPU driver issue.

I guess the latter.

Edit: After seeing your other bug reports: Please do this for all kind of emulation issues. I'll invalidate all bug reports which doesn't have the basics of testing in it.

resident evil is just fine run on version 5.0-1615 picture is ok,back to the future run in interpreter fps 5 chaced fps 20 and aarch64 dolphin freeze fps 0, revision 5.0-532 is good on back to the future,aarch64 fps60 but no wii emulation butons! huawei p9
