How to get the pointer without using sensor bar ?
I can't see the pointer and if i press a button it doesn't take an action

Just look this up. The sensor bar is what makes the pointer work. Either buy one, make your own or botch one with 2 candles 21 cm apart. If you're still too lazy to do that set it as a hybrid Wiimote, and set the IR pointer to cursor X and Y.
OS: Windows 10 64 bit Professional
CPU: Intel i5 4670K @3.4GHz... for now @4.6GHz with a quick and dirty (yet stable) OC. May get faster in a bit before the end of time.
RAM: 16GB (Down from 24 GB after some was given to siblings)
GPU: Radeon Vega 56

Ok but i can't use the wii mote at this moment.why ?
I saw on a other topic it says you can play new super mario bros without a sensor bar

Do you need the cursor at any point? If yes then you'll have to do none of the things I said.

Ok but i have this problem im using a wiimote and glovepie works but if i play a game on dolphin it wont work

Are you meaning it works if you point the wiimote at the screen and move it around, or that you can use other things. You aren't being very clear.

Yea srry my english is bad
When i use GLOVEPIE:I can use it to click move the cursor etc......
When i USE dolphin(real wiimote setting)and play a game:i can't use it on super mario bros you have to press 2 to start.I press 2 and it doesn't do something
