I've seen on the wiki that it works better for certain games. But where do you download it from?

You don't have to download it. Go into DSP/Backend Settings. You can choose either DSound either XAudio

FYI, if you're on Mac OS X, there is no XAudio2. (Probably wouldn't help, anyway - CoreAudio is usually flawless as far as DSP HLE goes.) On Linux you have a bunch of audio backends to pick n' choose from - I dunno if XAudio2 is one of them.

Dsound and Xaudio are each reliant on their own part of DirectX. DirectX isn't available on anything except windows.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

He is either on Linux or Windows; Mac OS X isn't possible with an AMD chip unless he hackintosh'd it, in which case I think he would understand that "X" or "D" something is generally Windows based.
Desktop:
OS: Windows 7 64 bit
CPU: Intel Core i5 3570K @ 4.4 GHz
GPU: EVGA NVIDIA GeForce GTX 550 Ti (Factory OC'ed)
RAM: 16 GB @ 1600 MHz
Dolphin Revision:3.0, 3.0-784, 3.5, latest 3.5

Well he listed windows 7 in the OS section of his profile page so I'm pretty sure he's using that.

Overlooked the OS to determine his OS based on CPU... intelligence at its finest.
