how to get my saves to my new pc?

so im getting a new pc and want to keep my safe files is that even possible and if yes how?

Yes it is. Assuming you've been using a Dolphin version with the Global User Directory (and not an ancient build), then go to My Documents -> Dolphin Emulator and copy the GC and Wii folders over to the same location on your new PC.

Where are Dolphin 3.5 save files and how i can get it if i in Dolphin does not use Insert SD card setting.

If you find the folder you put Dolphin 3.5 in, there's a directory in there called user. This is effectively the same folder as 4.0+ puts in My Documents, so you can just copy what you need.
