I want to record a cinematic within Dolphin. I don't care about game speed, I just want to dump every single frame (without skipping) so that the resulting video is flawlessly smooth.

The problem is that I can't. No matter how many settings I tweak I can't get Dolphin to run smoothly, somehow it will always throttle gameplay.

Does anybody know how to absolutely disable frameskipping, throttling and everything else also related?

I don't know if this would work, but I'd just try running it with Idle Skipping turned off (I don't know if that would help, but you could try) and no frame limit. Also, don't check "limit by fps".
Plus, in the "emulation" drop down menu there is an option that says "frame skipping". I think to achieve what you want that you'd need to make sure that it's set at 0.

With my settings, I have the frame skipping set to 0, the "Idle Skipping" turned on, and "limit by fps" unchecked. Using these settings, I don't think my system has ever skipped a frame, even though it usually runs pretty slow at around 12 fps. (My system is pretty crappy so I don't think you'd have that problem unless yours is exactly the same)
