You learn how to code, study the source code for Dolphin, try creating a patch to fix one of the many issues and submit the patch here:

After a developer reviews the patch, you may be given commit access if the developers feel you'll be able to contribute to fixing issues.


As for creating an emulator from scratch, that is much more complicated. Just use a well developed emulator that is already compatible with several games such as Dolphin.
